1. INTRODUCTION
The Nigerian Consumer Credit Corporation (CREDICORP) is a Development Finance
Institution established by the Federal Government of Nigeria to democratize access to
consumer credit for the nation's working population. It aims to accelerate consumer credit
access to 50% of economically active Nigerians by 2030 by removing structural and market
barriers and catalyzing the industry with capital, guarantees, and policy.
PROJECT DESCRIPTION
Implementation of Youth Credit Initiative (YouthCred)
2. PROJECT BACKGROUND
The Youth Credit Initiative is a transformative program by CREDICORP aimed at empowering Nigerian youth through financial literacy, access to affordable credit, and the development of robust credit infrastructure. The initiative will commence with the NYSC IGNITE Program, which targets over 400,000 Corps Members annually, equipping them with financial tools to thrive as future economic contributors.
3. SCOPE OF WORK
The Proposed competent and capable Technology and Education Partners on
‘YOUTHCRED’ shall carry out the following:
a. Loan Management:
Develop streamlined loan application and approval processes tailored to different
youth segments.
Manage disbursements based on eligibility and performance in financial literacy
programs.
Implement repayment mechanisms suited to various youth categories, including
automated deductions for salaried individuals.
b. Data Collection and Analysis:
Create and manage a centralized platform to capture data on loan disbursement,
repayment, and financial behaviors.
Generate reports to inform credit scoring system development and refine program
delivery.
c. Monitoring and Reporting:
Track program progress and deliver periodic reports, including metrics on financial
literacy outcomes, loan performance, and beneficiary impact.
d. Credit Education Delivery:
Design interactive and engaging training modules on borrowing, budgeting,
repayment, and credit scoring.
Organize large-scale training sessions, starting with NYSC orientation camps under
the IGNITE Program and expanding to other youth-focused events.
Provide digital tools to enhance learning outcomes.
e. Stakeholder Coordination:
Collaborate with NYSC and other youth-focused organizations to ensure smooth
access to beneficiaries.
Engage community and business leaders to enhance program reach.
4. ELIGIBILITY CRITERIA
Interested firms shall submit the following minimum verifiable requirements to be eligible for
contract consideration:
Evidence of Certificate of Incorporation with the Corporate Affairs Commission
(CAC) including Form CAC 2 and CAC 7.
Evidence of Company Income Tax Clearance Certificate for the last three (3)
years. (2021, 2022 & 2023) valid till 31st December, 2024.
Evidence of Current Pension Compliance Certificate valid till 31st December,
2024.
Evidence of Current Industrial Training Fund (ITF) Compliance Certificate
valid till 31st December, 2024.
Evidence of Current Nigerian Social Insurance Trust Fund (NSITF) compliance
Certificate valid till 31st December, 2024;
Evidence of Registration with the National Database of Federal Contractors,
Consultants and Service providers by submission of Interim Registration
Report (IRR) or valid Certificate issued by Bureau of Public Procurement.
Sworn affidavit disclosing that the Bidder is neither in receivership nor a
subject of insolvency/bankruptcy/winding up proceedings.
Company Audited Statement of Accounts for the last three (3) years (2021,
2022 & 2023)
Evidence of Financial Capability to execute the project by submission of
reference letter from a reputable Commercial Bank indicating willingness to
provide credit facility for the execution of the project when needed.
Company’s Profile, including current evidence of registration of both the
company and key personnel with relevant professional bodies.
Verifiable documentary evidence of at least three (3) similar jobs executed in
the last five (5) years including Letters of Award, Valuation Certificates, Job
Completion Certificates and Photographs of the Projects where applicable.
Consent to allow for Verification of all the documents submitted including
CAC,Federal Inland Revenue, Pension & Industrial Training Fund and
Company’s financial standing with bankers.
For Joint Venture/Partnership, Memorandum of Understanding (MoU)
should be provided (CAC, Tax Clearance Certificate, Pension Compliance
Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR &
Sworn Affidavit are compulsory for each JV partner).
All documents for submission must be transmitted with Covering/Forwarding
letter under the Company/Firm’s Letter Head Paper bearing amongst others,
the Registration Number(RC) as issued by the Corporate Affairs Commission
(CAC), Contact Address, Telephone Number (preferably GSM No),and e-mail
address. The Letterhead Paper must bear the Names and Nationalities of the
Directors of the Company at the bottom of the page duly signed by the
authorized officer of the firm.
5. SUBMISSION OF EOI DOCUMENTS /RFP
The Submission of EOI/Request for Proposal can be submitted via Credicorp EOI
Portal or via e-mail in a PDF file format.
6. OPENING OF EOI AND RFQ
The EOI documents and RFQ shall be opened immediately after the deadlines for submissions at 12:00 noon on Friday, 2nd of May, 2025.
7. GENERAL INFROMATION
Request for Proposals must be in English Language and signed by an official
authorised by the bidder.
Request for Proposals shall not be accepted after the deadline.
The CREDICORP is neither committed nor obliged to shortlist any Firm;
The CREDICORP will only recognize and correspond with only authorised
officers of the Tendering Companies and NOT through individuals or agents
acting on their behalf.
This advertisement for invitation shall neither be construed as a commitment
on the part of the CREDICORP nor shall it entitle any contract to make any
claims whatsoever and /or seek any indemnity from the CREDICORP.
Tendering with false document is an offence, which will lead to disqualification
and prosecution.
CREDICORP is not bound to pre-qualify/shortlist any firm and reserves the
right to annul the Procurement Process at any time without incurring any
liabilities in accordance with Section 28 of the Public Procurement Act 2007.
